Division Chief, Demographic Statistical Methods Division US Census Bureau

James Treat is the Chief of the Demographic Statistical Methods Division at the U.S. Census Bureau in Washington, DC, USA. He is a eighteen-year veteran of planning and implementing large-scale Federal Government programs. He is currently responsible for overseeing the statistical methods for over twenty Federal Government demographic household surveys. He is passionate about providing staff with resources, direction, training and support needed to achieve the surveys objectives.

3:20 PM Workshop: Leveraging Competency Assessment Data in Building Workforce Planning Capability

This workshop presents how the U.S. Census Bureau’s Demographic Statistical Methods Division (DSMD) implemented Workforce Planning for its business unit.
With the recent new senior leader and a division restructure, the DSMD senior management recognized the need to develop and manage workforce excellence goals.  In this capacity, the DSMD developed competency models and has begun using competency assessment data as a key driver for managing performance on workforce planning and making better decisions about knowledge sharing and training opportunities. James and Carrie will walk through:
•Determine workforce needs through competency models and proficiency targets
•Analyze current workforce through competency self-assessment
•Document solutions for closing competency gaps with Organizational Action Plans and Individual Development Plans
•Provide knowledge sharing, training, and other talent development opportunities for staff
•Compare actual versus planned talent development activities; capture and report areas where plans were achieve and missed
